|DILG Bukidnon leads NEO training|
The Province of Bukidnon takes the lead in the whole of Region 10 in implementing the training-orientation program of the Newly Elected Officials (NEO). The activity aims to equip local chief executives with the appropriate knowledge, skills and attitude to deliver their duties and responsibilities effectively and efficiently.
Twenty-four (24) municipal mayors and vice-mayors from the fourteen municipalities and one component city of Bukidnon made it through the three-day orientation. The remaining six municipalities and one component city weren’t able to be represented by their local officials for significant reasons.
In the said training, pool of lecturers from DILG Regional and Provincial Office tackled relevant topics such as Duties and Functions, Tasks for the First 100 Days, Corporate Governance, DILG thrusts/programs, Millennium Development Goals-Community Based Monitoring System (MDG-CBMS), Rationallized Planning, Local Budget Process, and many others.The Health Governance Project, a USAID funded program, was also taken up in the orientation to introduce its programs/services to the LGUs and conduct commitment building to the new set of elected officials.
Moreover, Mayor Dixon Yasay of Opol, Misamis Oriental and Mayor Mario Okinlay of Impasugong, Bukidnon gladly shared their strategies and experiences to their fellow mayors. Both mayors respectively run multi-awarded LGUs and were model local chief executives themselves.
The NEO orientation was held last June 24-26, 2007 at Pearlmont Inn, Cagayan de Oro City. It was conducted through concerted efforts of the Department of the Interior and Local Government - Bukidnon Provincial Office with the Provincial Government of Bukidnon (PGB) and the League of Municipalities of the Philippines (LMP) - Bukidnon Chapter.
Said orientation was conceptualized by DILG Bukidnon right after the Coaches Training for NEO by select DILG officers of regions 9, 10 and 13 at Gardenia Hotel, Cagayan de Oro City last June 18-20, 2007.
The local executives lauded this undertaking by DILG-10 for incorporating practical and applicable lecture topics in the orientation and for having seasoned, well-versed speakers. They recommended that the same activity will be re-echoed to the rest of the local officials of the two component cities and twenty municipalities of the Province and incorporate other applicable topics. DILG-10 Regional Director Quirino Libunao pointed out in his message that leadership is not all about position, it is more on action. He said that the kind of leadership needed by the country today is transformational leadership – of empowering the people.
Director Libunao announced that the NEO program will be continuously conducted in the rest of the provinces and cities of the region. He further enjoined the new set of elected mayors and vice-mayors to attend the training-orientation.
The NEO program is in line with the Department of the Interior and Local Government (DILG) commitment to the Philippine Development Forum to come up with a holistic capacity development intervention that will help local governments to come up with a term based development road map consistent with the current development agenda of the national government.
